The City of Santiago is strategically located at the heart of Region 02 enabling it to be a ‘Center of Commerce and Trade and a melting pot of culture. The geographic location along with the present environmental and socio-economic conditions facilitated the City Government to envision the City to be a “Resilient, Innovative, Sustainable and Equitable City by 2030.”
In our plight for good local governance is a holistic approach for individual empowerment through the Barangay Empowerment and Synergy for Poverty Reduction Network (BESPREN) whose ultimate goal is Building Equitable, Sustainable, People- Centered and Resilient Environment.
The State of Local Governance Report (SLGR) is a testimony to what the city has tremendously accomplished. This report and review is an offset of the city’s Local Governance Performance Management System (LGPMS) of the Department of the Interior and Local Government (DILG). It focuses on the State of Local Governance Performance, the State of Local Financial Performance, and the State of Local Development. It also highlights our key areas for strategic decisions and actions to address the gap, issues and challenges brought about by the review.
We dedicate this report to every Santiagueño, for we strongly believe that the fruits we are reaping today are results of your continued support and endless trust to this administration. Let me give my special thanks to all members of the Sanggunian, headed by City Vice Mayor Alvin N. Abaya, and to the department heads and my fellow public servants in the City Government of Santiago for their unrelenting support to this administration.
